Lawyer from the University of Buenos Aires. Holds a Master’s degree in Administrative Law from Austral University and an LL.M. in Mineral Law and Policy from the University of Dundee, Centre for Petroleum, Mineral Law and Policy – Scotland, United Kingdom.
He served as Director in charge of the General Directorate of Political Action of the General Secretariat of the Presidency of the Nation, and as Coordinator of the Legal Department of ENOHSA (National Agency for Water and Sanitation Works) under the Ministry of Infrastructure of the Argentine Nation.
He completed an internship—awarded for the highest GPA among LL.M. scholarship recipients—at the headquarters of Rio Tinto (Internship Programme) in London. He was legal advisor to the Secretary of Public Works and Public Services on matters related to procurement and public services for the Autonomous Government of the City of Buenos Aires, and legal advisor to the Natural Resources Commission and the Finance and Oversight Bodies Commission during the Constitutional Reform of the Province of Salta, Argentina. He also collaborated as an advisor to National Senator Fernando de la Rúa.
He is currently President of CELAO (Council of Latin American Studies of Asia and Oceania), from which he promotes academic, cultural, and strategic exchange between Latin America and the Asia–Pacific region.
He is the author of articles on environmental and mining law, and he drafted the book on the Mining Regulatory Framework for the Argentine Northwest (NOA).
He is currently an advisor to national and international companies on matters related to mining, oil, environmental, and natural resources law. He is a tenured professor—appointed through competitive examination—of Environmental and Natural Resources Law, the Diploma in Mining Law and Business Management, and the Diploma in Administrative Law at the Catholic University of Salta.
